However, regional governments have gradually evolved beyond their original purpose. In many cases they now function as an additional layer of government, creating duplication, increasing administrative costs, and reducing accountability. Rather than eliminating regional governments, Ontario should modernize them. Regional municipalities should become Regional Service Boards responsible solely for delivering provincially mandated services in the most efficient manner possible. Every regional municipality should undertake a comprehensive Core Services Review to determine which services are required by legislation, which should be returned to local municipalities, and which should be eliminated altogether. The result would be a leaner, more accountable, and financially sustainable municipal governance model. Why Reform Is Needed • Duplicate services increase costs. • Taxpayers often pay twice for similar functions. • Accountability is blurred. • Governance has become more complex than necessary. Regional Service Board Model • Deliver only legislated regional services. • Eliminate or transfer non-mandated services. • Replace regional councillors with a board of mayors using weighted voting. • Provide transparent service-based budgeting. • Permit municipalities, where legislation allows, to purchase enhanced service levels using local funding. Examples of enhanced services include accelerated road maintenance, enhanced transit, expanded public works programs, and additional policing initiatives where authorized by provincial legislation. Implementation Phase 1 – Provincial Core Services Review. Phase 2 – Transfer or eliminate non-mandated services. Phase 3 – Transition to a Mayor-only weighted governance model. Phase 4 – Implement service-based budgeting and enhanced service agreements. Phase 5 – Annual performance reporting. Conclusion Ontario has an opportunity to modernize municipal government by transforming regional governments into efficient Regional Service Boards focused on mandated services while providing municipalities with greater flexibility and accountability.
